The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: hopeful statements are delivered from different nations. Immense energy is allocated on managing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons flew past – advanced fighter aircraft supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly gives way to grim resignation: perhaps the approaching threat won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Ongoing Risks

Not long after, a heavy machine gun engaged a drone somewhere nearby, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.

Intermittently, this persisted until dawn. Kyiv faced the morning news: seven people killed, damage and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that regional partners are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new approach from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, no doubt, continue.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a assumption well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unrealistic to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from believing that the situation will not evolve additionally in its favour in the near future.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but avoiding a total frontline collapse until situations evolve in its advantage.

Current Realities

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
